The time TO ask FOR shipping cost is before bidding.
If you do not, the seller can decide what service and fee he will choose and eBay will stand behind him. The buyer who bids without a shipping quote is deemed to have agreed to abide by the seller's decision.
This is especially true of Canadian buyers, since many US buyers will not ship outside the USA (or even outside the lower 48 states). And then there is the question of import fees under the Global Shipping Program.
If you have an invoice, and it has any shipping fee, pay it immediately.
