Hello 'neytirii1987',
Of course the seller ignores you, - the seller had no intention of sending the item
knowing that with your low feedback score there's a good chance you do not know
how to get a refund. Like so many sellers in that country doing the same thing, your
seller was right.
So if the credit card chargeback is an option, do it now.
If not, consider yourself older and wiser, and have a good look over this link about

In future, if you have no item by day 40, contact the seller. If you have no item and
no money by no later than day 43 (just to be safe) open a claim and do not close it
until you have one or the other.
Once you open a claim you may as well stop all communication with the seller because
that person is obviously not going to help you.
Do not agree to a replacement item because they are rarely ever sent either.
You must file your claim by no later than day 45, so never be delayed again.
I hope it wasn't expensive.
