obtaining contact information

Good afternoon
I have a buyer that is driving me nuts.I actually think he is trying to scam me.
I would really like to talk to him personally but there is no phone number listed.I tried "information" from his home province but he is not listed.Im wondering if there is a way I can get his contact information from Ebay hoping a phone number might be listed there.
If so how do I get/pull his contact information.
Might be grasping at straws here

Unfortunately, eBay is only going to provide you with the ability to contact the user via the Contact Member link in eBay. It would be a violation of eBay's Privacy Policy to provide you specific contact information for the user.
