I have gotten 5 or 6 of those in the last year. Paypal can't explain it and neither can ebay. We have tried everything. I can print 2-3 labels in one night and all of a sudden one doesn't work and it will never work. So I end up taking item to post office and posting it from there. No discount there even with a Venture card. Usually have calculator on so I end up short. That stupid thing is always off for some reason or other. I end up getting overpaid to which I refund but when short I can't very well ask buyer for more money.
Getting off the subject here so will leave that one for another day.

Sometimes this issue is caused by too long a city name. It seems that PayPal sometimes does accept over 25 characters for a city or state/province.
If you do have a long name, try shortening the name. For example, I had issues with long French city names in Quebec and France. Something like Sainte Something de something. Changing the Sainte to Ste or Saint to St shortened the name enough to make it work. Or Avenue to Ave, Boulevard to Blvd.
This trick worked to fix items to Quebec, France, Switzerland, Australia (the buyer had full spelling of the Capitol district name which is long and I changed it to common abbreviation).
Sometime just truncating the last couple of characters in the data field will work too and most of the name is there so it works.
Be careful of postal codes. Do not remove them.
If a Canadian address, you can look up the accepted short names for cities and use them.

When I say shorten the name, I means just getting down to 23-24 or less characters. Just under 25 seems to work. I never figured out how long because once you change the length it works and no way to know what length made it work. I am guessing at under 25 characters.

I have had this happen and that is not what was causing the problem. I ran into that problem with an address in Russia or somewhere overseas and by keeping it under 25 characters it worked. You don't get the same type of error message as this.
I tried everything on the 5 or 6 occasions and nothing worked. The only way was to take it to a post office. Paypal nor ebay can't figure that one out. They make you fill out a ticket. Filled out a ticket twice now reporting this problem. A glitch in the system somewhere but nobody seems to know where.

Is this just happening with one particular label and is the label international?
If so, and there is something written in the state/province field, take that out and it should work. It is not
a mandatory field outside of U.S. and Canada and it often causes problems.
If that doesn't work or if there is nothing in that field, try another browser. You would be surprised how
often that makes a difference with paypal shipping.
