query about payment directly at paypal using invoice

The seller has sent me an invoice on paypal, Is this protected by ebay's protection policy and is it even legitimate as per ebay?

It's worth noting that Paypal is used by many companies other than eBay.  For an example, the science fiction convention I help organize uses it to collect membership fees.

Paypal itself has strong buyer protection. It is slightly less strong for seller protection.
