You are correct.
Actually, since you have already paid and the seller has not shipped, I suggest you protect yourself and file a claim for goods not received at the resolution centre:

In any case do NOT agree to any cancellation until ALL your money has been refunded.

PS - that seller has little experience selling on eBay (only one feedback as a seller).

In fact, if a transaction has been completed (payment made), eBay will prevent you from agreeing to the cancellation until the refund is issued.
One of my buyers wanted to cancel so I sent the cancellation request a few minutes before I sent the refund and she received an eBay message stating that she could not agree to the cancellation because the refund had not yet been issued.

That's good news ! It will cause little difficulty for honest sellers and put a kibosh on scammers demands.
