how do I resend invoice to buyer as he wants it shipped a different way so the charges are cheaper and wants a invoice resent showing the changes

The easiest way is to go back to the original email transaction confirmation you received from eBay and click "Send Invoice".

Then enter the new shipping charge

Just go back to the item in the sales history and choose the drop-down at the right for 'send invoice'.  You can send another one with corrected shipping etc. even if you've already sent one.  If the original invoice grouped several items go to the drop-down in the header for the group, not individual items.

Let me guess, he is overseas and wants Surface shipping?

Be prepared to lose the Item Not Recieved dispute he is going to file when the item does not arrive within 45 days of purchase. You will have a violation on your selling record if you do not refund him voluntarily. You will not be able to leave feedback.

This is a well known scam.

He agreed to pay the rate you advertised. Don't let him bully you into losing your item and your money and your good sales record.
