Hello 'harold',
First thing to do when there is a problem is contact the seller. Explain the problem, and see where to go from there. If the seller is no help to you, you will need to return the item with Delivery Confirmation. If you send it back cheap-o mail he may say it never arrived and there will be nothing you can do about it.
