ught 2 stickers that wwould not stick, seller promised a refund on dec. 8th. and did not refund. what can I do?

You paid less than $3 with free shipping from this seller from Hong Kong. What level of quality did you expect for $3?
You already left negative follow-up to your original feedback. That makes it difficult for a seller to provide a "goodwill" refund.

Some sellers will bend over backwards for a customer and a positive feedback ,no matter how much the item is,some look at it the deal they have made as merely a business transaction with no sentiment involved so they cut their loss for a $3 item and will live with its consequence.

most sellers from china/honkong etc are great IMO especially on eBay and other sites not saying they all are but the ones I've conducted business are. I've bought many small things such as magnets gadgets etc.
1 Time the item was missing and there was a rip in the parcel seller asked for picture i sent and received new item.
2.Another the item was broken on arrival sent picture got item next few weeks.
A 3'rd the case of my item was broken I sent another picture. I just asked for a new case not the new complete item. They sent a whole new item I asked if they wanted me to return the old item they said no it's fine.
All 3 times I got another shipment and left positive feedback once we figured out the problem before attacking them and being rude and leaving negative feedback. (not sure how you reacted)
If you are buying something from china for cheap such as stickers you should really contact the seller they will usually be fine giving new or a refund especial on eBay! the feedback you are giving is probably worth more to them than the sticker which they made for probably under a 1$. Also contact them before jumping on the negative feedback!

First you contact the seller and allow him to make things right.
Then if that doesn't work out, open an Item Not As Described dispute.
Return the item to the seller -- with Delivery Confirmation. This will run around $40 to Asia.
The seller or Paypal refunds your original payment, but not the return postage.
And finally, you leave feedback.
Now take a minute to think.
If you purchased these stickers at the dollar store, (which is the quality we're looking at isn't it?) would you waste any gas in returning them to the shop for a refund?
The minimum wage in Ontario is 18 cents a minute. How much time / money have you wasted fretting about it?

Just because a Seller is in China and the purchase price is low, I do not believe they should be given a "pass". This will allow more companies just like this one to infiltrate ebay because they know others will just let it go!
China is now the #1 economy in the world, bypassing the US months ago. They need to learn that this type of business practice is not acceptable. In the future we are going to see more and more Asian Sellers here. Do you want these types?
I would open a dispute. They need to learn this is not the way to do business,

I'm not suggesting giving them a "pass".
I would end up giving them negative feedback if they did not refund my money, however...
You get what you pay for. Doesn't matter where... NA, Europe, Asia...
If I spend $3 on an item with free shipping, I'm not expecting much.
But then again, I wouldn't spend $3 on an item from overseas. But that's just me.

Because thats how these companies work. And do not mistake them for not being companies, they are.
The almighty Feedback is what they are looking for and will use it as a tool, even so far as to mail you new items for ones that are faulty. This is why you see a lot of Sellers begging to be contacted to solve any problems before leaving negative Feedback on their products. However using Feedback as a bargaining chip is against policy here on eBay.
I am not sure exactly why this is so important to the majority of Asian Sellers (especially China), but it is a much more sensitive issue than with other Sellers. Which is too bad imo. I'd like to think that all Sellers should be more concerned with their reputation, but that is not the case.
I buy from all over the world and I can tell you some countries seem more concerned than others. Yes this is blanket statement; of course not all are careless Sellers. Perhaps China is in a gov't run Program to boost reliable sales from the ground up? I don;t know.
Which brings me to my second point. Look around your house and turn things over. Unless you have made a conscious effort to avoid "made in China", I'll bet over 50% of these items were manufactured in the Far East. Especially China; and more recently we are seeing more goods made in Taiwan. Which according to China, it owns.
Example: I always order my cell phone covers on eBay from China for a fraction of the cost for the exact same thing sold in stores and kiosks here in NA. I am cutting out the middle man and spending on average of $5-10 each with free shipping. Here they are $20-50.
And then of course there are always some bad apples in the barrel that will give negative Feedback because they feel slighted in some way. Which may have happened here. Personally I have never had an issue with Asian Sellers and some have gone above and beyond to correct a problem.
So goods that are marked $3 is not the point, the Feedback is. And in some cases they will cover their proverbial butts with a return negative follow-up.

Which will promptly be removed. Sellers can only leave positive feedback or no feedback. Responses are different. Either party can leave a Response to any feedback, seller's or buyer's, and it is not required to be positive.
That a large proportion of consumer goods is made in China is not in question. But most of those, including the cell phone covers that cost $20 at the mall, are made to a Western importer's standards. If they don't meet that standard, they are not accepted and not imported.
(Covers? Plural? Do the cheap covers you buy from China wear out quickly? Or do you need to make multiple purchases to find one that actually works?)

My "Why" was questioning why the buyer initially left positive feedback. Makes no sense.
Wait until transaction complete, then if it went bad, leave (factual) negative feedback. Period.

Oh you know some people, have to have a cover for each outfit, or mood. lol
I have compared my cases to those in the stores. They are exactly the same. Out of the drawerful I own, I have had one break. And that doesnt include ones I have given my partner. I will say though that you can sometimes get knock-offs that are not the quality of the higher end ones (ie. Chanel, Juicy Couture etc). But they are fine. And we all know that they are knock offs.
In the bigger picture I think China is learning slowly that North Americans will not buy direct online unless they have some type of adequate quality.
Example: I frequently buy clothes online and the sizes, at first, were Asian oriented and sized accordingly. Especially the "one size fits all". Actually one size fits about a size 6 woman.
I learned this lesson the hard way by ordering several coats in my size. What I got was vastly different than what I was expecting. I couldn't even do them up. Rather than sending them back, which would have taken a small fortune, I've consigned them. But I also have been working with these companies to make them more tuned in to actual North American bodies (wider back, bigger arms etc). I even wrote a Guide regarding "One size fits all". For most clothes in that category now you will usually see, "One size fits most".
On another site that I use, there was even a description that a dress was for "fat" ladies. I politely wrote her and told her that that term was rather derogatory in the english language. She was so apologetic and now her descriptions are more politic and others at that site have caught on.
So I guess my point is, is that the majority of cases I have bought are comparable to the ones in the Malls.

For whatever reason, I suspect that since their turnover and volume of shipments is so high they just automatically do it prior to full completion of sale. It happens to me all the time here on ebay. But not so much on other sites.
Or perhaps they figure that if they leave positive feedback, the Buyer will too?
