I asked for a shipping estimate ,Was quoted around $30---after the auction they now they want $63--is this acceptable

If you were quoted $30 for shipping then that is all you need to pay. It's the seller's job to use the correct criteria to determine accurate shipping costs. If they failed to do that and only guessed at how much it would cost to ship, that is not the buyer's problem but the seller's and the seller should not ask the buyer to make up for the seller's mistake by paying the additional shipping charges.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
