With a few exceptions, eBay does not control the shipping cost. The seller does.
The first exception is media items sold within the USA on the dotCOM site at Flat Rate Shipping. These cannot exceed $4.00. That's pretty esoteric, and doesn't apply to items sold outside the USA or on any other eBay site.
The other is the Global Shipping Program.
Sigh.
First off, the cost of shipping has nothing to do with the value of the item. I can ship $1000. worth of postage for less than $5US if I use lettermail. And I recently sold a $10 book that cost $20+ to mail because of its weight.
The seller chooses the service for shipping. If a seller wants Delivery Confirmation and insurance that service will cost more than simple untracked lettermail.
If the seller also chooses to use the Global Shipping Program, in addition to the cost of shipping that the seller demanded, there will be applicable duty and sales taxes added to the shipping costs plus a small ($5 or so) fee to the shipper (Pitney Bowes).
Don't confirm a bid unless you are satisfied with the total cost.
