I bid on a scarf, but was unable to complete the transaction, as I had to leave on a family emergency. The seller has issued a claim against me with E bay for not completing the purchase. Upon my return, I decided not to purchase this item.

You have two choices.

You can pay for the scarf and add it to your random Christmas presents drawer for emergency presents.

Or you can not pay, and get an Unpaid Item Strike which will mean that thousands and thousands of sellers will automatically refuse to accept your bids. (This is an option for sellers and operates automatically.)

 

Your choice.

Winning an auction or clicking to "buy" an item and then not following through with payment

is considered really poor form on ebay.

You have a low feedback score and are therefore likely unfamiliar with ebay policies.

 

Have a look at the following link about ebay's position on unpaid items:

So yes, your choices now are either pay for it, or get an Unpaid Item Strike on your account.

Sellers are able to automatically block people with 2 or more strikes, and given how infuriating it is

for them to have people 'buy' and  not pay,  most all sellers do it:
