Since we have been invited to guess, I will. OP did things their way and were warned to stop and then punished in some manner. With a hale and hearty "Good riddance to ya all" the OP went on the farewell tour as many "I quit" folks do. They hang around and hang around.

They are going to leave but never actually do.

OP is going to continue to send letters that will never be read. That'll teach them! Meanwhile, the seller who is quitting and leaving continues to sell and pay fees to eBay. Well, I never! That'll sure teach eBay a lesson.

"the tracking # shows it hasn't been signed for hence not delivered"

The fact that Canada Post and/or USPS websites do not show the registered letter tracking number as "signed for" does not necessarily mean that it has not been delivered. 

It may have been delivered weeks ago and - for whatever reason - the information not entered in the system.
