why I ebay charge on shipping final value

I sell item on ebay and each time ebay charge on shipping final value with this  me as a seller must charge more to buyer for cover my profit but ebay most ask sellers to reduce shipping charge .i am wondering   if ebay like to reduce shipping cost why charge on final value please give me an answer to understand .

This has been in effect for a long time now.

It was put into place because of so many sellers abusing the system.

No wonder I don't find interesting items on ebay any more. The local sellers are gone. I used to be able to find used products with incredible prices. Now I don't see good items very often. And I don't win any bid on anything I bid on.
