Look on the right side of the listing, you should be able to find Contact Seller.
Some reasons that an order is not processed:
The buyer is in a location the seller does not ship to.
The buyer does not have an active Paypal account.
The seller has cancelled the bid (no reason needed).
The seller wants to cancel the sale (buyer's permission needed).
