I placed a best offer about 10 min before the bidding close but it was not accepted. The other person, a lower bidder. won the item Why was mine not accepted?

Sellers don't often watch their auctions to the last second.

The time to make a Best Offer is early in the auction before the seller gets his hopes up. If he has Best Offer on the listing, he is saying his asking price is too high. Get in there while he's weak.
