Exactly, Shipping outside this program, has nothing to do with any duties or import costs. It just means you are willing to pay shipping costs like before and the Canadian border will deal with the import taxes if they choose. You are not asking the seller to do anything dishonest. This lady is not too keen on making a sale. Then they complain their sales are down. Go figure.

Whether they are right or wrong, I'm not commenting on, it's just the way it is.

I no longer purchase anything from sellers using the global shipping program. It worked fine before and sales/purchases were much higher.

I would have no problem with this if they actually showed the calculation of GST & DUTY.

 

You are certainly not alone in that.

The reasoning seems to be that the buyer is not technically paying the GST/HST/PST and duty, that's being paid by PitneyBowes using the money charged under the GSP.

Is it too high?

Is it too low?

Are they charging duty on duty-free items?

Are they not charging on dutiable items?

In the long run, the Canadian government probably gets more income than they do if the items had been imported through the postal system, which has had a policy for some years of ignoring low-value/low-bulk imports, because it would be more expensive to process the fees than they would collect.

 

In my opinion, those flailing against the GSP and eBay are aiming at the wrong target.

The dutiable import rate was raised to $200 some years ago for cross-border shoppers, while the $20 postal import rate stayed ridiculously low.

When you consider that the minimum wage in Ontario is $11.25 an hour, you can see how ridiculously low.

 

The answer?

Write your MP, and the Prime Minister.

All one has to do is look at their purchases with global shipping as apposed to paying duties/handling charges on delivery. I purchased an item from a seller in the US not using the GSP. The item was $200.00 US ( $216.60 CN), it came to my door and I paid import charges and handling fees of $38.26 CN.

 

If I were to pay for an item from a seller in the US using the GSP, an item for 199.99 US (216.60 CN), I am asked to prepay import charges and handling charges of ($45.43 US)...... $49.54 CN.

 

Neither of these include the actual shipping charges.

 

Why would I want to prepay more? Perhaps if I was a miss informed buyer.

This would suggest you paid exactly 13% HST (Ontario rate) plus Cdn$ 9.95 Canada Post fee. The item was assessed as "made in the USA" with no duty added.

This would suggest that a small percentage (around 6%) was added for duty to that specific listing because the seller did not indicate "made in the USA".  Had the seller indicated the item was made in the USA, no duty would be levied.  Only HST would have been calculated plus Pitney Bowes small handling fee (generally a bit less than Canada Post).

 

We all know that GSP is a flawed program from a Canadian perspective. There are very few instances when Canadian buyers would actually save money (except for very heavy items).  However, that was never the goal of the program.  Saving money for buyers never entered the equation. 

 

GSP was and still is all about generating more sales on eBay by American sellers allowing them to sell outside the USA without the costs and risks perceived in exporting.

Only partially.  Sellers still misuse the program (by using it on items <$100) and ebay seems to have done little to fix that issue. Seems more like they are encouraging more use of the program, regardless of item price. It gets offered on items <$20, which means buyers pay PB for nothing.

Not quite.

 

Sellers have the option to opt out, or to exempt a specific country (Canada for example), or to simply cancel the listing and relist it allowing direct shipment to you.

 

The problem is that many sellers do not want to be bothered or simply do not know how to proceed.

It would be great if the buyer could opt to pay for the GSP or regular international shipping. Since the buyer pays for it, it should be their choice what they pay for in their shipping charge.

 

If this can't be done, why not when defining our searches, we could opt for no GSP shipping items. (Just like searches for "free shipping".) It would save so much time looking narrowing down our searches.

In a perfect world.... maybe.

 

However, in the real world, the seller owns the item and, as such, as the right to determine how he is willing to ship the item (directly or through GSP). 

 

If buyers do not agree, and most Canadians do not agree with GSP, they have the option to hit the back button.

Yes the seller owns the item and would continue to own it right up until the money for the item is put in his account, after that it is no longer his. He only gets paid for the item. The buyer is also paying him for a service, handling and shipping. 

 

The seller should be allowed to ship how and for how much only, if he pays for the shipping costs.

Sellers do pay the shipping  costs. The more they spend on shipping the less money they retain out of the total amount the buyer is willing to pay. The seller with expensive shipping either sells fewer items or makes less money on each one.

If you find a drop down menu titled More Actions' on the sold item page, and hit Request Invoice, I have heard that this detaches the sold item from the GSP process and allows the seller to send an invoice with the appropriate shipping.

 

Someone buying a GSP item might try this?

I read somewhere people saying Global Shipping Program is a scam. So check this... Here in Brazil, importing books is Tax Free, it's on the  Brazilian Constitution. Yet, I've seen books being  sold to Brazil with Global Shipping Program, and such Global Shipping Program nearly doubles the price of books even to a Country in which importing books is free of taxes... So, in such case, not a penny goes to tax paying, it goes to  eBay's pockets...

 

Another detail. In worst scenario, here in my Country one pays about 60% of taxes when buying from eBay (when it's not tax free, like books, nor tax reduced). Well, in most cases, Global Shipping Program make things double the original price + shipment.

 

I thinks GSP is terrible!

Also yes, you do have a good point too, the seller shouldn't be dictated on how to sell their item, but as far as the whole purpose of Ebay sales, is to allow the seller every possible avenue to sell their items and getting payment for it. The sellers are not selling the shipping plans or reaping any payments from it, so it should be the choice of the buyer paying for it. (good customer service)  The seller goes to the post office regardless.

You are thinking like a Canadian.

 

A very large number of American sellers use UPS or Fed-Ex, not the post office.  They do not need to go anywhere.  UPS and FedEx pick up daily.  Their shipping rates for domestic (USA) shipments are generally competitive.

 

It is often difficult for Canadians to understand how Americans do business because they have a totally different environment.

Never seen anything so ridiculous in my life, I will never purchass anything from this program. NUMEROUS times I had to cancle trades because of these ridiculous charges.I had to pay all this extra money for what ? TO SHIP CARDS. I am very , very unhappy with this program. Woman Frustrated

 

 

CANCLE THE PROGRAM PLEASEEEEEEEEEEEEEEEEEEEEEE!!!

Not a reply but a comment.

 

Today I noticed that the confusing 'International Priority Shipping' has been changed to 'Tracked International Shipping'.

 

Which is slightly good, but the bad part is that the tell tale 'Customs services, etc' line that enabled easy avoidance of GSP items has vanished from List View of items.
