Damage item

Did eBay &/or PayPal or both changed the way we can file a claim for damaged item?  I tried on eBay and PayPal, nothing there.  Did they changed them or what??  Would appreciate help.  Thanks in advance.

Thanks.  I am not interested to use "return the item| button as I am not willing to pay the return shipping when it is not our fault!  So where is "open a case"??  Thanks in advance.

That is why I am asking if eBay removed something?  I don't see "Item not as described", on "return the item".  I don't want "return the item" as I am NOT willing to pay the return shipping when it is not our fault for our item arrived damaged.

That’s the way you open a case.

If the item arrived damaged, the buyer does NOT pay return postage, the seller does if they want it back.

Arrived Damaged is near the bottom of about 12 choices for the reason you might want to return your purchase.
