Don't bother with the suggestion in the Dispute that you contact the seller.
You have already done that. Ask eBay or Paypal to step in and Escalate to a Claim.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
Do NOT accept an offer of a replacement. It will never arrive.
Do NOT close the Claim until the refund has arrived. This is not necessary and will end the claim with no refund.
You have 60 days from payment to leave feedback and warn other future buyers.
The most effective feedback is calm and factual.
Did not receive No help from seller for example.
The seller cannot leave you negative feedback.
