How can I get refunds

It's so unfair.  I have been a good buyer ever since I joined eBay.  I ordered items from 2 sellers in India. India lock down ended in May but I have never received my items.  I have been waiting very patiently. Today is Sept 20 and I found out I can't contact Customer Service for help because the it's more than 90 days.  It's so unfair.

How can I get refunds

EBay allows 30 days after the last estimated date for delivery to open a Dispute for Item Not Recieved.

While eBay did extend delivery deadlines due to the COVID pandemic, it seems you were too patient.

But.

You are covered by Paypal for 180 days (six months) from Payment.

Which is touch and go.

Did you order after April 21st? If so you are still covered by PP's Buyer Protection program.

Go to your PP account and find your payment. This will include the eBay transaction number*, btw.

The PP Resolution Centre** is under Tools at the top of your account page.

Act quickly.

You are close to the Paypal deadline.

What you want is an Item Not Received dispute.

If the seller cannot provide Proof of Delivery (not shipping, delivery) you will be refunded.

There may be a short delay to allow the sellers to do this voluntarily, if they don't escalate to a Claim and you will be refunded by PP, who will then go after the sellers for their money.

If you missed that deadline, you can try the chargeback policy of the credit card you use to back your Paypal account. Card policies differ.

But if you go to the card first, PP will not allow a later dispute. If you go to PP first, eBay will not allow a later dispute. So make Claims in that order: eBay/PP/cc

*The 90 days is how long eBay keeps information on Sold items live.

**For future reference, eBay's Resolution Centre is at the bottom of this page and of most eBay pages.
