Paying today through eBay shows PayPal as an option for me. If I choose the PayPal circle it pops up a window to enter login info for paypal, then takes me back to the payment page. If you are not seeing that it might be a browser problem or you have popups disabled.
Or are you talking about the edit button for PayPal (to pick which source of funds to use) not working properly at payment time? With only the default choice available?
You can sign directly into your PayPal and change the default choice you have for "Your preferred way to pay" -- https://www.paypal.com/myaccount/settings/payments
Then go and try paying for the items on eBay.
