Does the listing have "Not a Registered User " or something similar after the seller's name?
If so he has been kicked off the site.
EBay does not make it easy to open a Dispute when the scammer seller is no longer a member.
Go to your Paypal account and find the transaction.
Now you have the transaction number.
Go to the Resolution Centre and open a Dispute for Not As Described.
You have only 30 days after delivery to do this.
You will be told to contact the seller. This is a suggestion not a demand.
You have tried to do that.
It's fine, move on.
In the Dispute say that the seller is NARU or that he has not replied.
He will have a few days to refund you. He can demand the stereo be returned.
He will be required to send you return shipping for this return.
If he does not send return shipping and does not refund you, eBay will refund you and chase him for their money.
