Okay, so once the buyer receives payment, does he get the address to send it to kentucky where everything is processed? If I get the item and he decided to send it directly to me instead of the proper way (to kentucky), then i have to go to him to get a refund on the import charges, correct? Or is that an eBay issue?

You are over thinking this. The address he will get is to Kentucky. Seller is covered by seller protection going through Kentucky, not directly to you.

The GSP is offered by USPS.

 

As an occaisional US seller, the last 2 times I've shipped items to Canada (a kids digital camera and a pair of shorts), they both came up missing using First Class International shipping and I had to refund the buyers. As for me, I will no longer ship to Canada unless I'm selling dvds which never had a problem reaching their destination. I don't know if other sellers had the same problem I had or perhaps are just afraid they would encounter the problem I had but who wants to risk being out the money and the item? This is why GSP is appealing to sellers but I wouldn't use it because of the excessive additional costs involved for the buyers. I personally have advised buyers to avoid sellers who use the GSP.

Yes, the seller is given the Kentucky address and he sends it there.

 

The seller cannot give you a refund of the import charges or of the international shipping fees because the seller never received payment for those items. You paid those amounts to Pitney Bowes, not the seller.

Dont' worry there is no problem with your account.

This is just part of the shipping and import charges for an eBay purchase. I suspect you knew this because you are posting to an eBay discussion board.

If you really thought it was a Paypal problem, you should be in touch with Paypal not eBay.

I have been in contact with a buyer about international 1st class shipping for an item. I bid on the item only after the seller indicated they could offer me 1st class international shipping. Now the seller is  saying they want to go with Global Shipping. When I go to pay for the item shipping is listed at about $20, well more than the item is worth. Can we change shipping before I pay for the item?

If there is a problem with the item (not as described, not recieved) you go to eBay/Paypal for resolution. The seller who uses GSP is usually not part of the resolution, because she did her part by getting the widget to Kentucky.

 

But usually there is no problem. You paid, she shipped to KY, PB shipped from KY to Canada and Canada Post or CanPar delivers to you.

Pay no attention to the man behind the curtain.

I just got dinged for double shipping for used boots on the ebay GSP scam! Dammit

 

The double cost stays hidden until you bid and checkout, then wham...double. Once to ship inside US and again to ship out of the US.

 

The seller doesn't know this is happening, and they have to know to choose to opt out so their buye does not get screwed. It seems ebay has learned from the courier companies similar scams. Ebay has hired Pitney Bowes to rip us off on their behalf.

 

My recommendation..if you see the Global Shipping Program in the listing..do not bid. You are only going to get ripped off. Ebay even prevents the seller from withdrawing the scam shipping option. They do this in case the buy catches on and lets the seller know about this ssam. The only recourse is to cancel the transaction and complete the sale outside of ebay.

To change the shipping cost, seller would have to send a separate invoice through Paypal with the first class shipping price. The seller might not realize that first class international to Canada has delivery confirmation as long as they purchase the label online so you might want to mention that to them.

Were you using a mobile phone to shop?

 

The costs are very clear if you use the normal ebay page on a proper computer, but there have been reports that it's no so on mobiles.

The GSP does not use any USPS shipping. It is run by a commercial logistics company.

You cannot be 'out the money and the item'.

 

You never own both. It is lazy thinking to say otherwise, just repeating a common cliche.

 

First class to Canada now has delivery confirmation. The actual risks of shipping to Canada are minimal and can be insured against very cheaply.

You said that USPS offers GSP, correct? What about UPS?

 

The seller shipped the laptop via UPS, and I've heard that they do not participate in GSP. Is this entirely true? I apologize if that's been answered already.

The poster was wrong. Neither USPS or UPS are involved in the GSP shipping priocess.

 

Items are sent as airfreight to Canada and after customs clearance are distributed by Canadian Post or Parcels. Canada is unique in this arrangement, normally the final delivery is by local courier company or FedEx.

On the April 30th Weekly Board Q&A session I raised the issue of the "Country/Region of Manufacture" item specific field not being recognised by the GSP and therefore items that should be exempt under NAFTA are erroneously attracting duty for Canadian buyers. 

 

Over a month later, this issue remains unresolved.

 

Many, many  thousands of items are attracting unnecessary duty for Canadians as a result.

 

Why has this simple programming glitch  not been fixed? Obviously the new item specific that replaced the old "Country of Manufacture"  is simply not being recognized ... surely this can't be that difficult  to fix. 

 

It's perplexing that this hasn't been done, so can someone at eBay please explain the delay?

Hello I am having a hard time trying to call and speak to a rep .It is not recognizing my number and then it took  me over to pay pal 

but perhaps you help help instead.I would appreciate it . I bought auction 
171343165203 it stated on the auction the item was made in canada!  and I am being charged 7.82 that was also the amount that originally was showing on the buy it now price as well when it was 35 dollars .

but needless canada customs does not charge import duty on items that were manufactured here coming back here

please assist with that so I can correctly get it paid to the seller
