Interesting flaw with eBay and returning items. Bought an item on eBay and seller sent incorrect item. Got a message from eBay that seller could not supply a return address label and to contact the seller to arrange the return. I contacted the seller who asked me to ship the item back and agreed to pay the return postage. However, once she received the item she didn't like the shipping cost and would not pay. I contacted eBay and they refused to help saying my dispute was with the seller not them. Also because they would not help and I appealed I am not allowed to post a negative review about the seller

Return shipping should be settled before the Buyer mails it back -- either via return label or with money sent to the Buyer by the Seller to cover the cost. That way, no surprises for the buyer or seller.

The easiest way to arrange return shipping when a label is not possible, is for the seller to send the unhappy buyer funds through Paypal's Send Money service.
It's not perfect, but if the buyer doesn't use the money to return the item, she loses the Claim. Further the seller can start a PP Dispute over Item (the label) Not Received.
Messy.
If the seller is in the USA he can use Shippo to buy a Canada Post return shipping label, and of course, an unhappy Canadian buyer can do the same to buy a USPS label. That works quite smoothly.
This doesn't affect your situation @2014_closs .
I assume that since you did return the item with tracking, that you did win the basic Dispute, just not the return shipping.?
It does help to give the seller the actual cost of the service you choose for the return shipping. That way, if they find it too expensive, which is very likely, they can opt for a full or partial refund without return of the unwanted item.

Thanks for the information. I wish eBay had provided similar advice before I got in this mess. eBay was of no help at all. They told me to contact the seller and that the seller was responsible for the return shipping costs but when the seller refused to pay they would not intervene. I guess eBay cares more about sellers than buyers.

Part of the problem is that Canada is (badly) served by the US customer service clerks.
I swear most of them are unaware that;
It might help if there were some Canada specialists available on demand like the GSP specialists.
The Philippina clerks are better, since they are open to the idea that there are other countries on the planet than the USA, and probably have a cousin here working in your grandma's assisted living facility. But there are some language difficulties and they are given less training (!) and much less authority than the clerks in Utah.

At that point you should have been told to escalate to a Claim.
If the seller doesn't provide return shipping, he loses the Claim and you are refunded, by eBay which then goes after him for their money.
If you still have an open Claim, escalate.
If you don't you can go to Paypal and open a Dispute there (under Tools).
One problem is that PP requires the Buyer to return the unwanted item with tracking. This can be expensive as you know.
You can get a tiny discount by signing up for a Small Business Solutions card with Canada Post and using Expedited USA instead of Tracked Packet USA.
The Expedited rate is a "business" rate and doesn't show on the Canada Post website, but Canada Post is easy about who signs up for it.
