The seller pulled a fast one encouraging you to wait past the eBay deadline for Disputes.
EBay*** allows only 30 days for Dispute after the last estimated date for delivery.
That has evidently passed.
Forget eBay. They cannot and will not help at this late date.
However, you are still covered by Paypal.
The PP Resolution Centre is at the top of your PP account page under Tools.
PP will also have a record of the sale* and the payment.
There is no need to waste time on the phone, the PP**Resolution Centre is fully automated.
If the seller cannot give Proof of Delivery, (not shipping, delivery) you will be refunded.
In addition, if you back your PP account with a credit card you will also be covered by the chargeback policy of the card, which is variable.
Again, for future reference, eBay has both Twitter and FaceBook accounts if you want to have a nice chat with a person, but the Resolution Centre is how you get your money back.
