Something weird with eMile Express

I ordered something from China. It now says both "Out for delivery" and "claim order" at the same time and date. I'm confused as to what is happening here. Is claim order meaning they came here and left a notice card? I checked everywhere and there is no notice card left anywhere. The shipping company is eMile Express.

Will I be able to get a refund in this situation should I never receive my package?

I am trying to get hold of emile express contact, I was kep on for an 1hour and no available to pick my call. i have sent emails and no response. what can i do. i ordered stuff from ****** and emile is the courier. How can i reach them? stuff is for my twins 1 year birthday dec 10.
