"We closed this request since there's been no activity for 21 business days."

The request was only open for 21 days and there were several messages posted.  The seller kept delaying with repeating the same message and not responding to my request.  What is considered activity?  What is the purpose of the request if the seller just needs to wait it out?

EBay needs you to respond too, and that means asking eBay (not the Seller) to escalate the Dispute to a Claim and then asking eBay to close it in your favour and refund you.

All you want from the Seller is Proof of Delivery or a Return Shipping Label or your refund.
