Don't panic.
EBay doesn't make it easy to Dispute transactions like this, but you are also covered by Paypa.
Go to your PP account and find the transaction.
The PP Resolution Centre is at the top of your account page under Tools.
Open an Item Not Received Dispute.
You have 180 days from payment to do this.
The first suggestion is to Contact the Seller, which you can do through Paypal.
But don't get hung up on this.
All you want is the date of shipping, the service used and a useable TRACKING NUMBER.
Although a prompt refund is also acceptable.
You don't want a replacement.
You don't have to close the Dispute to get a refund. Actually that's a really good sign of a scammer.
When that goes nowhere, ask PP to step in and escalate to a Claim.
State that the seller is Not A Registered User (NARU). This usually speeds things up.
If the seller cannot prove delivery (not shipping, Delivery) you will be refunded.
