About item not as described.

I message a seller and receive additional details about an item (for example the shutter actuation count of a camera). If those details turn out to be false can they be used to claim item not as described?

Thank you.

Yes.

Actually, as opposed to theoretically, it could still be returned for refund as NAD even if the item is as described.

The only question is who pays for return shipping.

In cases of Buyer Remorse, this would be the buyer. Otherwise it is the seller.

No returns does not mean no refunds.

Cameras are the kind of high value/high fraud area that new sellers should avoid.

You shouldn't really try selling anything until you have at least 10 FB as a buyer. Not only does this tell your customers that you are trustworthy and know something of how the site actually operates, but it also lets you see the buying experience here through the eyes of the buyer and tells you what should be avoided.

After that, sell some cheap stuff from around the house to get a feel for the selling experience.

I sometimes say, you shouldn't sell anything of value until you have at least 10 DSRs, know what DSRs are, and why DSRs are totally meaningless.
