If the shipment made it to the eIS Hub- as it seems to have done- the seller has completed their responsibilities for delivery.
Now eIS is responsible for delivery.
Open an Item Not Received (INR) complaint as soon as possible and state "the packages that I bought cannot be shipped or delivered to me. Because it did not pass inspection from the international hub."
The seller, who is not at fault, will not be harmed by this Claim.
It would be polite to let them know what has happened. If the product cannot be imported to Canada, they may decide to Block Canadian buyers.
Note that the importer /buyer / are responsible for knowing what can and cannot be imported into their own country, which may affect the Claim.
EBay gave sellers this bit of boilerplate about this some years ago:
Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying.
