I purchased an item, seller said he shipped it, I never received it, he said to wait, it still never arrived, now he only will refund me 50%. I checked the sellers feedback and there have been others with the same issue. I now need to leave negative feedback. How do I do this now that with a 120day old transaction?
Hi canadianjim.. Regardless of what a seller may be saying to you, when day 43 from payment date arrives and your item has not, open a dispute in the resolution center of your PayPal account.
Its your money, protect it.
Regardless of Buyer Protection , its not unreasonable to ask seller to refund after 30 days perhaps, with the exception of far places such as China. Refunded and arrives , can repay.

Ebay has deadlines for everything, and leaving feedback is among them. The deadline for leaving feedback is 60 days after the listing ends.
The deadline to file for an 'Item Not Received' claim is 45 days after you paid. You must never let a seller delay you past that time. It is just over 6 weeks and should be lots of time for any item to arrive, but if by the end of week 5 you have no item and no refund, it is time to open a claim. It is, of course, too late for this transaction, but if you plan to use ebay much it's good to know.
For today, however, if the seller offers you a refund of 50%, that would be amazingly good considering he does not have to give you a cent. If you can get it I'd say take it.
Your only other option would be if you used a credit card you could call the 1-800 number on the back of the card and ask to do a chargeback. If this is an option, have all the transaction details in front of you when you call. Otherwise, take the 50% if you can get it. ... Better than nothing.
