How was it sent and on what date?

I would allow 30 days from mailing, but surface (boat) shipping can take two or three months, while eBay only allows 30 days after the last estimated date for delivery to open a Claim and get a refund.

Did the seller give a tracking number?

Without tracking a seller cannot prove delivery and loses "Not Received" claims.

However international tracking is expensive and many sellers of cheap goods don't use it.

Says Standard International Shipping. Was sent 4 days ago, got the message "Mail posted" (4 days ago) and "International item has left originating country and is en route to Canada" (2 days ago). I have a tracking number starting with CP... but no estimated delivery date.

Standard Shipping is meaningless.

The tracking number should appear on Canada Post's website when it reaches Canada.
