The Global Shipping Program uses Canada Post for most (not all) of their deliveries.
Canada Post closed (almost) for the holidays on Friday afternoon.
They will not resume home delivery until December 27th.
This would be true if your seller had used USPS instead of the GPS.
This doesn't necessarily mean your parcel stays in Winnipeg.
Which by the way is one of Canada Post's major terminals.
There is a skeleton staff working to keep parcels moving, and in any case a tracking number is usually recorded when the item leaves the plant.
If you decide this is too much for you to handle, you can open an Item Not Received dispute.
Be sure to state in the Dispute that this is a GPS shipment, because your seller's responsibility ended at the GPS plant door in Kentucky.
