Who is responsible?

I paid for a UNOPENED and NEW item but I received Opened and Used one. 

eBay asked me to pay for shipping the item to China then they will refund my money.  The shipping cost almost is as much as item. Is there any information for me, please.

Its the risk taken when purchasing items outside North America.

PayPal requires delivery confirmation to refund and that's expensive. In such cases Buyer Protection will not work for you and Asian sellers are well aware of that fact.

Leave appropriate feedback and low DSRs. 1 is lowest.
