EBay is a venue, a notice board or a shopping mall, with many sellers paying for the opportunity to sell here.
Most of those sellers and most of their customers are honest. A few are honest but dumb or disorganized. Those few cause most of the problems. A very small number are actually dishonest.
EBay works to get rid of the latter types, more or less successfully.
EBay also sets up programs to help buyers and sellers complete transactions. The vast majority of those programs work fine. A few have occasional glitches or are poorly conceived. Most of the problems come from the latter two situations.
EBay seems to find it difficult to admit that some of their software is lacking.
But would eBay itself set out to defraud you? No. They can make more money by being honest.
