I have been (for about 15 years now) driving to USA with parcels going to US and some overseas buyers. The parcels arrive very quickly (no delay going through Customs) and the cost of postage is much lower. I live near the border, and I do other things while there (including my own cross-border shopping).
For the first time, this week, I was told that anything sold on eBay is considered a commercial activity by USA, as of January 1, 2019, and requires an ACE manifest form (under Section 321). The fee for the form was $5., now $13.xx. ACE is Automated Commercial Environment. Does anyone have any experience of this nature or advice or a clue? Did I run into an overly enthusiastic Border Agent, or is this a big deal now?
I am going to look it up now to see what it is all about.
