I hear what you are saying. The world didn't react as quickly to Rwanda, or the Khmer Rouge genocide in Kampuchea (Cambodia), or even to Nazism in Germany in the 1930's.
However, reaction seems to come quickly when it is a natural disaster rather than a man-made fiasco. I think of recent earthquakes in Iran, and the major one in Japan years ago. The world was quick to send in aid in each instance.
What I find odd is the lack of info coming out of Myanmar (Burma). The last I saw the gov't listed 16 dead. the UN said 90, but they were not permitted to go many places. Seems the Myanmar gov't is bound to keep the world out regardless of the nature or scale of its problems.
