Customs and Brokerage Fees (Shipping from Canada to US)

I'm trying to understand any fees are applicable for de minimis shipments from Canada to US.

I have a vacuum cleaner valued at $400 USD and is made in Germany.

This should fall under the de minimus exemption as it's under $800 USD.

If I ship this via UPS Standard, my understanding is that the recipient will not get charged duties.

My question is, will they get charged anything else? Brokerage fees maybe?

according to what I am learning about UPS this may be of some concern:

"ALL parcels will be brokered and incur a fee regardless of value and origin."

I am not a direct customer or user of UPS so I cannot confirm .
