a seller has a listing with a buy now price . has been listed for awhile. is it against ebay rules to contact this seller and make him an offer ?

You can make an offer at a lower price IF the listing shows the "make an offer" link.


 


Otherwise, it indicates the seller does not accept offers.


 


I do have items listed in my store for five to ten years and will NOT entertain any offer at prices below listed prices.  I generally raise my prices every year, as the value of the items increases over time.

It is against the rules.


If the seller was interested in getting a lower price for his item (I assume you were not planning to offer him more than he was asking?) he would either have set a lower asking price or paid for  a Best Offer icon.

It is against the rules but it is done all the time and some sellers don't mind, especially if it is a reasonable offer. However, I would suggest that before you make an actual offer, you first write the seller and ask if they are accepting offers.

Oh...and if they don't reply...that's a good hint that the answer is no. B-)
