Help System 'Temporarily Down' (Day 3) to Report Seller

3rd day in a row tried using Help via App & Website to request refund from Seller who has sold the item off eBay after I won auction and has my money. 3rd day in a row I receive the message that eBay's system is 'Temporarily Down'. I am not calling support due to their incompetence, excessive wait times, and occasional poor understanding of English.

Tried using Chat feature, receive similar message, "We are currently unavailable...Please try another contact channel".
What is going on over there? Where is any online Support?

Did the seller cancel the transaction? If so, did you receive an email saying that your refund is being processed?

The seller has not shipped.

What makes you think this?  Many sellers will have multiples of a given item. One sells and he lists the next.

 

Contact the seller.

There is a button on the  listing at the right side for this.

  • Ask for the date of mailing (Three days over a long weekend -Victoria Day here and Memorial Day in the USA- he may not have been able to mail it yet.)
  • the service used
  • and the only important one-- the tracking number.

Most of your questions can be answered by the seller.

 

If he has not shipped you can open an Item Not Received dispute in the robotic Resolution Centre at the bottom of this page.

You are also covered by Paypal for 180 days from payment.

And by the chargeback provisions of your credit card.
