Item not received case 2020 Holiday less then estimated time

Hello Sellers!  What a year we have had.  About 2 weeks ago a case was opened up by Paypal (the buyer claims) that he has not yet received the item.  This case was opened 2 weeks before the estimated day and it was coming from Canada going to Italy.  I asked him to close the case as I could not even call Canada Post to start an investigation with them.  Then this morning, an item not received case was opened for an item I shipped to the US 7 business days ago.  The estimated delivery is December 10th, and this is in line with what eBay says is the expected delivery.  I know that with Canada Post I cannot call and start an investigation until a week after the delivery date, so I cannot technically do anything but respond politely and hope it does not get escalated.  As anyone else noticed that people can now open item not delivered case before the estimated delivery date has reached?

Thank you!!

PayPal disputes and claims adhere to a different set of rules than claims made through eBay’s Money Back Guarantee. Buyers don’t have to wait for the delivery period to lapse before filing a PayPal dispute.

Normally the buyer can't open the INR request until after the delivery date. It should be popping up a error, at least it does for me and I just tested it out.

I would be calling eBay if you still think it was opened before expected delivery date.

Was the second case opened in PayPal as well? As marnotom mentioned, PP cases can be opened earlier than ebays eta.  Is the tracking number showing in PayPal?  I would contact them and ask if when an item is showing as still being in transit, if they will keep the case open to give the package time to be delivered.

As far as not being able to do anything until you can ask CP to look into it, the buyer is not expected to have to wait for CP to investigate.  If the buyer escalates the case it is likely that PP will refund and you may get a defect....that’s why it is a good idea to contact them and find out how much time they will give you before making a decision.
