Tracking Information Warning delivery delay for US purchases for a Canadian buyer

eBay contact is not aware of the Tracking Information including a Warning about Service Center Disruptions.   US purchases are not arriving after waiting 2 months.  Refunds are available but lost time in research and bidding payment and waiting for packages that don't arrive is a waste of time and effort.  Even eBay doesn't know what is going on.

Mailed with USPS or someone else?  USPS has been restucturing of their mail network this year.  Some major disruptions of service for some parts of the USA.
