No, I haven't had this happen but I've had the "Well, this is embarrassing..." for something else I can't remember. What's truly embarrassing is not the glitch but the fake palsy-walsy language that disfigures eBay ("Hang tight, we're determining the winner", "Breathe easy. Returns are accepted" etc.). They appear to forget that they're dealing in the main with sane adults.
Try opening a private window in your browser and accessing eBay from that. That should determine whether there are any addons or caching issues that are affecting you, or whether it's solely a problem on eBay's end with certain accounts. You can access the private window by right-clicking on your browser window and selecting "new incognito window" or "new private window" or "new inprivate window" depending on your browser. There should also be an option in the menus somewhere if you're on mobile.
