Is there an estimated delivery date shown in your purchase history? You can open an item not received claim in the resolution Center the day after the last estimated delivery date. If it doesn’t specify a date and you are in a different country than the seller, you can open a claim between 30 and 60 days after the purchase. You don’t want to wait more than 60 days to make the claim.

Your purchase details should give you an estimated time arrival. eBay protection is available for the 30 days after that delivery date estimate. Mark the last day on your calendar, if it has not arrived by then, open a claim on ebay.
Back when I used to send stuff from Canada via surface, it was 3-7 weeks to deliver in Europe and 5-12 weeks to deliver in Australia.
