I've never used ebay's calculator for lettermail.
Oversize lettermail has a maximum weight of 500g and 2cm thickness. No tracking or insurance.

Try using only METRIC measurements.
Canada Post went metric in 1974 and since then every other measurement is at best an approximation and at worst wrong.
An item two inches thick cannot travel by Letter Post. The maximum is two centimetres.
If you were using cm, use a larger envelope, perhaps a #8 or a #10. Given the weight, you might want to use a bubble, Tyvek, or poly envelope.
