PitneyBowes fees

I've ordered numerous items from the U.S., Australia, Japan, United Kingdom...in the last few months. I would estimate that out of maybe 60 separate transactions....perhaps 3 or 4 of them had an additional fee for PitneyBowes. I certainly don't understand why some and not others? Is it the amount that I'm spending? Is it a particular state that it's coming from? Is it the specific type of merchandise? I can not deduce what qualifies or disqualifies this additional service fee...however, I can say that it is unwelcome and I would like to avoid it if possible...ergo the questions. Anyone willing to explain?

The program is ONLY available to US sellers at this time.

The charges should only be applied if the value of the item is over $20. The charges will also include duty and taxes as applicable.

Because this is a new program we are watching to see how it plays out. If PB is charging their fee on purchases valued under $20 we posters would be interested in knowing.

You would pay PB when sellers that are located in the U.S. use the Global Shipping Program.

If you are looking at a search page, listings that are using the GSP program will show "Customs Services and

International Provided" under the item title.

If are looking at a specific listing, GSP listings will show a large world icon with  "No additional charges at Delivery"

They will also show a shipping charge and an import charge.
