Tracking number supplied by seller shows my package was delivered to another city.

So far Canada post is unhelpful, which is sort of reasonable, they suggest the seller might've given me the wrong tracking number. Unfortunately for me the seller in China isn't responding to any eBay messages I send, though I have waited two business days. eBay won't let me open an "Item not arrived" complaint yet, given we're still in the possible delivery window.

What is my next step? Do I have to wait until the delivery window passes, or the seller responds or wait and hope they did give me the wrong tracking information?

The tracking# in question is LM127340249CN

If you paid with Paypal then you can try opening an Item-Not-Received case there. Be sure to mention that the tracking number provided shows delivery to a different address than your own.
