what does options "not applicable" mean.

this might be a dumb question, but here goes.

what does it mean when i try to see rates for shipping, there is a cost that is cheap, but it says : not applicable".

what does that mean?X-(

The cheaper rate may not be available for your location.

Hi stan .. this may be off the mark but perhaps a capped shipping cost category item and not applicable to international. I'm out the door and will think about while in the dentist's chair. :_|
