I seller did you have you get a buyer is user name

If the customer backs his Paypal account with a normal credit card (like Visa or MasterCard) he can pay you promptly and pay off the balance at his leisure.
You might politely mention that to him.
You can not. PayPal Credit is USA only.
PayPal Credit is a line of credit offered by Comenity Capital Bank to USA buyers. The buyer has to qualify and I believe it is restricted to in-country (USA) purchases.
As I understand it, PayPal Credit is offered to certain buyers directly by PayPal. The seller has nothing to do with it, and receives payment exactly the same as all other PayPal transactions. I used to get the option to use PayPal Credit, but this has been replaced with "Pay after Receipt" for probably more than a year. When I had PayPal credit offered, it was an OPTION, it was not required - I could still use my PayPal balance, my bank account, or my credit card - all the usual options. If your buyer is in the USA, I understand that there is a slightly different version of PayPal Credit offered there, but it still should not have anything to do with the seller - you are not accepting credit directly from your buyers.
