I paid for 2 batteries and then was told that they can not ship to my Address.. Amazon can so I ordered from them .. I am still waiting for my Refund .. This happened Sept 20- 2024!!

Long story short. Amazon has the staff that is trained in shipping what are considered hazardous goods. eBay....eIS shipping does not. (The seller should have disabled intl shipping of batteries but did not.) Same would go for Joe or Judy seller. There are added costs and paperwork involved so most sellers will not have the proper expertise to process those types of orders. Same goes for USA to Canada shipping and methods available. If you were able to order from Amazon without any added costs all the better. If you haven't gotten your refund I would follow up thru either eBay help or via Facebook/Twitter to confirm status of your refund.

Have you opened a Claim?
Without an active Claim eBay does not know there is a problem and cannot force the seller to refund.
One problem is that if the shipment was stopped at eIS/customs, it may be considered Undeliverable, and eBay does not insist that Undeliverable shipments be refunded.
Try anyway. They can't say yes if you don't ask.

Do you know why it can't be sent to your address and who told you that? Was this an item sent from the US through eBay International shipping? If so, it was probably them that notified you that they couldn't ship the batteries. Normally they automatically refund the amount you paid to your payment source. That can take a few days to show up.
You may have to open a claim that your item has not been received . Go to that item in your purchase history, click on order details to see the estimated delivery date. If it is now after that date click on 'more actions', you should see the option to report that. ' item has not been received.

There are items such as some batteries that EIS will not ship. If the item has arrived at the hub and the buyer than gets notified that they won't be sending them, the buyer does get refunded. It's not considered an 'undeliverable' situation or something that is the buyer's fault.

Undeliverable is a strange and difficult category.
We see reports of unacceptable export/import items which in theory the buyer/importer should know about.
Batteries, some animal products, perfumes, those are on the buyer when it may never have occured to them that there could be a problem.
And addresses which have been reported to switch back unexpectedly to an old no longer valid address.
Those might be on eBay or might be a buyer who didn't notice.
And outright refusals.
Which are the buyer's responsibility.
It's an important Seller Protection, but can be frustrating and annoying to a surprised buyer, like the OP.
